UCMJ penalties are quite severe. But when you send a bunch of clueless teenagers to a far-off land without tight supervision, they can/will get stupid. One idiot out of a few thousand is still too much.

Personally, I think removal of the offending “organs” would go a long way in deterring others. I know, the politicians would never go for it though.
