>Lee sharply criticized Yoon for claiming that his martial law declaration on Dec. 3 was a legitimate act of state, on the following grounds. (1) Yoon’s martial law declaration did not meet the constitutional requirements. (2) There were serious procedural flaws, including the lack of a signature by the prime minister and other Cabinet members during the Cabinet meeting in which the martial law declaration was discussed. (3) Yoon’s mobilization of martial law forces in an attempt to arrest lawmakers and take control of the National Election Commission amounted to an insurrection that violated the constitutional order.
