So much winning, I’m tired from all of the winning.
I’m an assistant precinct manager in DeKalb county, GA. I’ve written a lot about these new rules in the past; check my profile. Even though these rules were struck down yesterday, DeKalb had a training session I attended on how to implement the new hand count rule. I assume it was “just in case” there was some fuckery from another judge intervening and forcing the issue.
Most of us in my training were laughing about the entire mess, because in DeKalb, we already hand count the ballots at the end of the night anyway. However, the rule was written so badly we also understand why most of the small, outlying counties in Georgia were panicked about this. The new rule required the Manager of the precinct, with two witnesses, open the ballot box and then transport the ballots to three DIFFERENT poll workers, who then count the ballots in a childish process required by the rule. Then the three counters report their number to the Manager, who then has to fill out form, with signatures by all six different people.
For my precinct and most in urban or suburban areas, this wasn’t a real problem. Just another form and procedure on top of the dozens we deal with at the end of the night anyway. It’s the tiny, low population rural counties that would have been screwed by this new rule; most of their precincts don’t have six total people on staff for an election. Some operate with just the state minimum: three. Where were they supposed to get three more sworn poll workers per precinct at such a late date?
The other issue at the precinct level was the form that had to be generated by all this. The forms we fill out are generated at the county level, after months of testing, vetting and consideration by the county election boards. You know……people that have actually worked in voting precincts and understand what happens when state and county rules bump up with actual real situations. The counties didn’t have the time to generate these new forms, test them and then send out with all of our piles of election materials. The form we were working with in my training yesterday was…….a first draft. It could not have been the final version, didn’t take into account the precincts with multiple ballot boxes nor combined precincts in one voting location. In short, poll workers in Georgia would have been working with an official, sworn form we had never seen before, on election night after working a 14 hour day already.
Personally, I haven’t been really all that wound up about all of this, mainly because DeKalb already had a procedure we have been following for hand counting ballots and comparing that count against all the various technology systems we work with. The only real issue I have is the stupidity and ignorance of the clowns writing these rules. It’s obvious to anyone these people have never worked in a voting precinct. There’s no realistic consideration of how the systems, forms and procedures we have in place interact, nor the huge amount of physical work and paperwork that happens in every precinct after the polls close. Poll workers, who are “paid” but not really in this for the money, are required to be perfectly accurate on dozens of forms and reports after getting to the precinct at 5:30am and staying there (by law) all day. This blizzard of paper happens after the polls close and usually takes between 60 to 75minutes. It’s physically and mentally exhausting, and most of our poll workers are retirees.
I’m glad the rules got tossed, mainly because of the chaos these would have caused in the rural counties. My team and most of the others here in DeKalb would have shrugged, laughed and carried on. My precinct team has been together for two years already and we consider ourselves to be one of the “ace” squads. We are gonna run as perfect, open and accurate election as possible. I don’t expect there to be as much a delay in Georgia as there has been in the past; early voting has been off chart heavy so far and the share of the electorate that will wait until November is getting smaller and smaller. Georgia is going to be close, but we are gonna report results on time and accurately.
Tell all your friends to vote. Tell your cashier at the grocery store, drugstore, your Uber driver, everyone you interact with. The sweet lady who checked me out at the Kroger yesterday didn’t know she could walk across the street to vote early, she thought she had to take time out of her day off and ride the bus to a different location. The line was only about 15minutes at that point yesterday. Georgia is coming in.
