I am ukrainian.
The victory plan had to start with internal reforms. How we are reforming the army, how we are reforming public administration. There’s no word about it. Instead we got a wishlist of obvious demands from our partners, that no one is or was going to fullfill from the start.

After how long this „plan” was hyped up, i expected more. It basically boils down to old talking points and “protect us”.
Since it’s called “Ukraine’s Victory Plan”, I was expecting something along the lines of what actions UKRAINE intends to take to secure victory.

The most interesting thing is the absence of a return to the border as set out in 1991 or even 2014. Is this the first admission from the leadership that they don’t believe they can fully retake the occupied areas?
