Hallo zusammen.

Take them to the vet to get them checked up. Make sure they don’t have wounds and such things like that.
Sadly, Armenia has a big problem in regard to treatment of animals. I already adopted 5 cats. One I gave away. There are stray puppies here in Dilijan as well. Some already died in the last weeks. Makes me mad to be honest, seeing all those fancy cars around.
OP if you take them to a vet, just know you’ll have to foot the bill for the check up, and it’s very pricey here so be prepared if you decide to.
Unfortunately, we don’t have enough avenues or enough rescue teams to handle stray animals. Many will encourage you to contact Dingo or Pawsitive, but from my experience, they’ve refused to come and take the puppy every single time I’ve called them. Pawsitive told me they just handle animals in their own care, and don’t take new ones, even though online they brand themselves as an animal rescue.
HOWEVER, I still encourage you to reach out. Message them on instagram, FB, send these photos to them along with the location and the whole situation. Since there’s so many of them, they might be compelled to do something. Call them if you don’t get answers. Also, you can try SHOON rescue, but I don’t have any experience with them.
My best bet has always been to find people in my immediate circle who were willing to adopt stray animals. People might message you on here with a similar offer. But please, please, please do be careful of letting strangers take any puppies. Try to vet them as much as you can. Many guys in Armenia are pretending to adopt puppies only to use them as sparring material for their fighting dogs, or to turn them into fighting dogs if the puppies are aggressive enough (in rare cases. Most end up tortured, mauled and eventually dead). It’s such a serious issue here, that when I was looking to adopt, many owners were demanding monthly updates with photographs of the dog, just to be safe.
There’s an organization called Dogs of Gyumri. I realize you’re not in Gyumri, but they might have a contact that can help? Dogsofgyumri@gmail.com
Thank you for being kind to Animals, but unfortunately there’s little anyone can do to help them, you are going to have to use your own resources.
Shelters only take dogs that are sick or with disabilities, however Dingo Team has an adoption page, message them on facebook for details.
It sucks and it’s terrible but Armenians are very cruel to dogs specifically, it’s a cultural thing. They will likely not survive their first year out on the streets, if they do they will be okay but will likely die a violent death eventually.
It’s very hard to cope with this if you care for animal welfare I know, but you just gotta do your best and accept that some things and people in this world are completely fucked.
Edit: forgot to mention contact HOAK (animal control) they will vaccinate and castrate them for free, don’t know if they do all this ay that age though, and they will have to be quarantined after vaccination, they have facilities.
Also contact as many shelters and animal rights pages as you can, you may be able to get food and a little dog house for them and you can put it somewhere away from people’s eyes where they can be relatively safe.
We had to deal with a similar situation about a year and a half ago, story here:

Eventually the story ended well. One of pups got adopted and the other two live in a mini fenced shelter we built in our neighborhood and about 12 people take care of them now, pay for food, medical bills and fight off aggressive neighbors haha 🙂
They first lived in a box and my sister started a telegram group and put the invite QR code on the box so that anyone who wants to help can join. A bunch of people joined and we got them a huge doghouse and fenced it later with the permission from municipalities. They now even have a place to sleep at night so they don’t bark and bother the neighbors, it’s in the basement of the building, it’s warm in the winter too!
So if you can involve the community definitely try that.
Can send you some money, but you need to have either bank account OR phone number I assume. I am in Saint-Peteresburg, so it will take some time, up to three days. Keep updating this post please.
I’m unable to help in any way and the advice to try and find contacts who can assist is already the best answer, but just wanted to say good luck here and well done for not just ignoring them like many would have.
Updates: Dingo Team replied to me that they can’t help me with sheltering the puppies, but they can share the post and possibly find an owner.
Download a crypto wallet app, then I can send you some crypto which you can sell immediately
