You were right, the past tense “did” describes the situation. The present tense does not since Finland, in fact, does not.
Is this only citizens or does this also include residencies? I am guessing both. There are heaps of people not working and non-native living in Finland without receiving social welfare and can somehow pay their bills.
Don’t worry, the current government has a plan to get it to the top of this list.
Why is it so bad in Finland?
This already outdated, it’s for June. In August Finland had less unemployment than Sweden, and is 4th worse.

Finland hasn’t been very low on that list ever since the great depression of 90s.
Personally I feel this whole unemployment “crisis” is mostly not actually because of there would not be enough competent employees. The issue is, employers are trying to recruit with such shit terms, conditions and salary, that there is no sense in accepting that bullshit. I feel that the situation is not as bad in the more higher education fields (it’s not good there either), but the low wage positions that are being recruited have it the worst.
Another big issue I personally view as one of the main culprits is the rental labor companies that have taken over the low wage job market. If you work on a 0-hour contract, there is also quite much zero possibilities for a stable life, mortgage or anything involving planning for your own future. Because of this, I’d also think that all kinds of mental issues will be and already are more prominent.
Also I sadly don’t have any solutions to give, except maybe for establishing your own companies that try to do better and employ sensibly. Then again that is not an easy task either, especially if you are in the bottom end of the market yourself.
Is it because of how Finland tracks unemployment? Sweden has high unemployment but that’s also a reflection of how Sweden tracks students
And there’s still people here who deny this and just tell people to go to work.
The reality is much worse because the Finnish government has been using all kinds of tricks to make the statistics look better on employment. Like someone who only works a little time per month is “employed”. Also people have been given pension to remove them from unemployment statistics.
In Finland only about 1.4 million people pay income tax from salary (2022).

I think that tells everything about the real situation, and the problems Finland has.
Afaik Finnish economy hasn’t seen real growth for a long time so bad economic outlook is not a surprise.

And I must say that our Primeminister and government aren’t helping this situation.
All things are missing what should help getting work.
All the time is on the news new big company’s bankruptcies.
And yet people refuse to believe it when they come to this sub and ask if they can get a job in finland.
Most get told that it is difficult at the moment, but still they come here and two months later are complaning how difficult it is and how desperate they re for a job.
