    If the parents don’t do their part at home, no amount of community help is going to work. For example, putting kids in a cycle of endless hagwons, so you don’t see your kid except maybe an hour or two in the day. They aren’t socializing normally, period. Absent parents that discard their kids with the aunt/uncle/grandparent when they get a divorce. There is a least one kid per class that lives with a relative instead of living with their able-bodied parents because daddy or mommy got remarried and has a new family. They expect these kids to grow up and be fine.
