That’s a bleak read. 91% of farms qualify for CAP payments without doing anything? Ireland refused to change the rules which would have helped reduce emissions fairly easily for everyone. Ireland refused to restore peatlands because we hadn’t them “mapped”. Seems like they are afraid to even start.
