They did it cause they thought it would help their polling because it was gonna please all of the cities.
They were not correct.
So it’s a short article, using emotionally charged language, and not really citing anything in particular. You can download the original documents, but it’s a 2,258-page PDF with 5,414 instances of the word “hybrid” in it.
People already opposing the mandate will vigorously agree, and everybody else will get nothing to base any kind of change of mind on.
