Government wages in Italy are the same in all the country, a family in the south can afford a good living with only 1 government wage (it means jobs paid by government so schools,public doctors, regional and provincial officials, Police and safety etc).

On a certain aspects is better, on the other end young people often dont find jobs and so go to the north of the country but things are changing, employment rate is growing faster in the south than the north and also faster than european average.

As another comment stated building that bridge may help a lot, also another helping factor is the current construction of many infrastructures like: widening of SS106 from 2 to 4 lanes, High Speed rail Napoli-Bari and Salerno-Reggio di Calabria, rail widening and straightening on the railways that connects biggest 3 sicilian cities, and we may add the most important: the bridge if it actually starts
