CIA deny categorically but CIA does have history of exactly doing that in the past. On the other hand, Maduro government isn’t exactly paragon of honesty either.
The CIA would have to be mega dumb to try any clandestine operations in South America since their history of malpractice on that continent is well documented. I think the thing to do is look at what guns the operators had and trace it that way. We can’t be sure about these people since the CIA can employ people from all over the world but the guns had to be manufactured somewhere.

It is in fact possible that the leaders of Venezuela are evil, violent dictators AND the CIA be guilty of past crimes.
The history of the CIA during the anti-communism years of the 1900s does’t erase the fact modern Venezuela’s people are being crushed and abused by men who have overthrown the democracy there.
This is like flashback to Iraq.
The CIA need to focus on catching not just Maduro, but Diosdado Cabello as well.
Cia should just use some dapra magic and get a regime change. No more time to play around, get china and Russia influence out of Latin America. They need to create jobs and help Ukraine arm up. Time for Latin American to side with democracy and pump out weapons and covertly men to help against the Russians.
