Same procedure as always. Some very small nato members allows Ukraine to do something that was a no go before. Russia does nothing. Bigger NATO members can tell their stupid people, see nothing happened we will do the same. Then all NATO members do the same.

I can’t imagine that all of this is not always planned behind closed doors.
