Considering that at least some of these were troops still stationed in Russia rather than being sent to the front in Ukraine, I wonder if they were considered more important or less expendable — that is, more painful for Russia to lose.

The problem is, these aren’t russian army regulars, these are conscripts and territorial defence forces that werent supposed to leave russian territory. The Russian army in ukraine is a completely diffrent force, so this is ukraine expending troops against an army that they might have otherwise never faced.
From what I understand the Russians haven’t pulled troops from the ukraine front to face this incursion. I’m sure resources had to be diverted to face this threat, but wether it’s enough is yet to be seen.
