No parking on days that are even numbered, between those dates and those times. Shouldn’t have gotten a ticket unless if the whole area is under some parking meter rule.
Njet parkering on even number dates, for example 12.12, 14.12, 16.12 during the times appointed by the lower plates. I have no idea how you got ticketed in september though. Usually these kinds of parking signs are to help keeping streets clean from snow

Parking is prohibited on even days from 9 AM to 4 PM from November to April. Technically to allow snow plowing, but you can still get a ticket even if there isn’t any snow.
You shouldn’t get a ticket in September, especially for not using a timer, it has nothing to do with it in this case.

Did you park your car after the sign? The signs effect starts after it, so you could’ve been parked under other conditions.
Otherwise it’s false ticket
If this is from Hervanta there shouldn’t be a need for a parking disc, unless it has changed…? I used to park there all the time.
Appeal the ticket by saying there’s no parking disc requirement + the restriction isn’t valid at the moment you got fined.
Do look around if there is a parking disc requirement in the area/start of the street. We can’t see where you were actually parked.
