It means that the pathway you are currently on was designated for pedestrians. There are no cars and no bicycles allowed (except for children under the age of 10 I believe). The sign now tells you that this special pedestrian-only-path ends here. As far as I can tell, this is the obsolete version of the sign. The newer version shows no man with a hat, but a neutral stick figure instead.
Edit: The sign is obsolete in Germany, but apparently still state of the art in Austria.
