This is such a misleading statement. Azerbaijan can’t join an international organization without Parliament approval. And you can’t apply to join BRICS. Article quotes this:

“Expresses its desire to join”, because you can’t apply. BRICS is invitation only organization. They send invitation, Parliament discusses, votes, ratifies and then president signs it. MFA spokesman either deliberately or out of ignorance misspoke.
