Tldr: You need to pay 235,50 €. Better fast, because this is already the second warning and it was due one week after you received that letter.
You didn´t pay a fine that was 228,50 bucks originally. Now they are charging you an extra 7 bucks (=235,50 total). Seems like you were caught speeding.
Edit: 228,50 is usually the fine you get when you go 31-40 km/h over the speed limit. You were caught MASSIVELY speeding.

They are asking you to send them the required amount to pay the fine. If you continue to ignore it they will probably come after you with a lawyer.

I would contact the rental car company as they would have received the initial fine and then forwarded you a notice. At least this is what happened to me in the past.

I wonder though why German police thinks it’s a great idea to send a German letter to someone who is probably not fluent in German with only minimal english explanation what tf is going on.
if you are not going to visit germany anymore in your lifetime, you don’t have to pay the fine. Otherwise I would pay.

Usually Europcar would send you the first letter via email. Seems like that didn’t happen… Anyhow you gotta pay up i guess, you could ask europcar or the police for a copy of the first letter to get a nice photo and the details out of it
At least you got a letter… i got minor speeding tickets in France per Hertz informing me and never received a letter and the link in the email they sent me doesn’t even work.
