This seems to be at least the second letter because it refers to a letter sent before. It doesn’t state much beside that you should pay the fine. Do you have the other letter?

I wonder though why German police thinks it’s a great idea to send a German letter to someone who is probably not fluent in German with only minimal english explanation what tf is going on.

They already sent you a fine and you didnt pay so now its this letter. You have one week to pay otherwise the police will look for you and you have to pay much much more.

Usually Europcar would send you the first letter via email. Seems like that didn’t happen… Anyhow you gotta pay up i guess, you could ask europcar or the police for a copy of the first letter to get a nice photo and the details out of it
