The United States is removing Cuba from its list of state sponsors of terrorism as part of a deal in which Havana will release more than 500 prisoners understood to include those arrested in 2021 anti-government protests.

The Biden administration made the unexpected move only six days before Donald Trump is due to take office, and was criticised by Republican hardliners.

Both governments insisted that they had not held any negotiations in the run-up to the deal, which the Catholic Church had been discreetly brokering for at least two years.

The remaining nations on the US terrorism blacklist are Iran, Syria and North Korea.
