      John Turner was in this situation.

      No, you don’t need to be an MP to be a minister (Prime or Cabinet). But you do to speak in the house.

      Technically yes,

      It has been common in the UK for members of the House of Lords to be a PM.

      Practically…it would be a precedent for a Canadian parliament to have a non sitting PM.
