The date makes sense; two weeks to transfer power following a convention is pretty standard, and that brings us to March 23, a day before parliament is set to resume.

Can someone explain how they’re allowed to do this despite the [rules in the constitution](https://www.liberal.ca/legacy-uploads/wp-content/uploads/2016/07/constitution-en.pdf) specifying nominees must sign up 90 days beforehand?
