Der Iran sagt, das Kapital werde nach Makran an der Südküste verlagert

SS: The proposed location for the new capital, Makran, is very close to Dubai and Oman. It is a coastal city which is dangerously exposed to naval blockades/bombardments. Given such vulnerabilties, why is Iran considering to move its capital to that location? On top of that, could this mean that Iran is shifting its attention from the Levant to the open seas? Wanting to become a martime nation? Interesting times.
