I have owned an agency for over 30 years. It has always been the case that renting something in Luxembourg is very difficult. This is not due to the agency but rather to the property owner, as they ultimately make the final decision. It’s very challenging because so many people are looking for apartments. For a single apartment we have for rent, we receive 80–100 inquiries per week.
Is this a recent message? Because the net seems way too low in comparison to the gross.

this is exploitation of high skilled workers. They bring migrants from poorer countries and give them horrible salaries in an extremely expensive country. On the other hand, Luxembourgers get bad competition and also potentially low salaries because companies prefer exploiting poorer country residents than pay a Luxembourgers a proper salary. I recommend you find a better paying job, start applying. Don’t settle for anything below 5k brutto if you are a junior. 7k+ for senior, depending on specialty, years of experience and so forth.

This is indeed a struggle to find a studio when you are alone with your current salary.
I would advice to try to get all the available help as for example :

Other than that, I suppose that you are looking in the city center, try maybe in small area like in the south or close to Belgium/German border, close to a train station ( I don’t know if you have a car or use tram/bus/train)
Check also for the « prime d’énergie » and « prime de la vie chère ».
I would say that it would require maybe some sacrifice before you get the studio you want. Good luck !
You could probably find something like a studio or an apartment for 1300 up in the north. But commuting isn’t easy without a car.
