Kann mir jemand erklären, warum man auf diesem Schild nicht „Taxi“ schreiben kann? Ich habe einfach dort geparkt und eine Strafe von 40 € erhalten. Werden Touristen in Lettland auf diese Weise betrogen?

Not knowing street signs is your problem. Dotted lines are common reference to Taxis. If you are not sure what this sign means, quick google search will help.
I mean why would you even park under a sign that is not understandable to your knowlege?
You’re not wrong. That is an objectively bad sign design.
“I’ve parked under the unknown sign and got fined, and now going to blame Latvians”. Why you decided its a legit parking spot in the first place?
