*Submission Statement:* The potential expansion of China’s People’s Liberation Army Navy (PLAN) into the Euro-Atlantic region and its associated foreign policy goals are examined in this Royal United Services Institute report. While China’s naval capabilities are still developing, it’s becoming a significant maritime power that is capable of expanding its military presence, particularly in the South Atlantic and Arctic. However, logistical and resource limitations will likely restrict a large-scale deployment in the Euro-Atlantic. China’s approach to Europe is expected to combine coercion and engagement. This may be achieved through leveraging its maritime influence and economic ties, including support for Russia, with a focus on shaping regional conditions rather than direct military conflict. The authors advise European navies to monitor this evolving presence, though it should not detract from their primary focus on deterring Russia.
