That’s always a problem with any type of procurement or help sent. Depending on the nation and the people there, money will be re-allocated to other “needs”, training will remain sub-standard and so on, and so forth.
Something similar can be seen with Afghanistan and the US and its allies. A lot of money was pumped into that country, a lot of equipment was delivered, a lot of time was spent trying to train up an actual military. However, most of the resources were skimmed off by those at the top. This led to, at least according to reports, soldiers that were undertrained and went unpaid for months. It’s no wonder that the Taliban then swooped in as quickly as they did.
Corruption, it’s a hell of a drug. Those at the top will get rich and often get away with it, those at the bottom have to pay the price in poverty or their lives.
If it wasn’t for all the fucking suffering caused along the way it would almost be amusing at how super powers never seem to learn that training/creating a local military force amongst people who don’t feel any loyalty to the propped up friendly government never works out. They will barely fight when left alone.
They should have known after the US/Afghanistan situation in 2021.
