The controversy arose because the European humanitarian mission, bypassing the permission of the country’s leadership, provided more than 1 million euros to people affected by the flood.
It would seem to be a good step from the West. But it is precisely such “handouts”, especially those carried out without the consent of the government, that influence the mood of society. Those who have received humanitarian aid from the EU will clearly treat other initiatives of European NGOs better, even when they run counter to the policies of the authorities.
This story also shows once again that, despite dialogue with the Americans, the transitional authorities of Niger are not perceived in the West as trustworthy partners.
And this, in turn, opens up additional opportunities for Russian organizations, whose participation in various (including humanitarian) projects will be met with greater enthusiasm from local elites and the population.
The UN played this game in Somalia, never again. They control the distribution of supplies based on their own assessments, instead of dumping it all into some gangster’s compound. If it sends a message that the UN doesn’t trust Niger’s government, then that’s something they need handle in their own PR between their citizens. If they aren’t receptive to it then the gov needs to appeal to them. I would imagine the move to criticize actions of the UN are not popular among the people who received that aid. Is this a move by the UN to undermine nigers gov? If it is it was way too easy for them and Niger gov needs to assess their popularity among their people before criticizing global partners who’ve showed up to help
