    He’s right and wrong.

    Ukraine has been hit by a lot of nuclear *capable* weapons, but has also gotten really good at shooting them down. So if Russia was actually going to employ a nuke, they would deliver it via a method most likely to not be intercepted, hence the ICBM demonstration.

    That conventional warhead didn’t do anything that another system couldn’t have done, at an order of magnitude cheaper. It was a clear warning (yes, nuclear blackmail) that “the delivery vehicles aren’t actually non-working rusted out derelicts, and if we wanted to nuke Dnipro you couldn’t have stopped us.”

    To that end, it *did* demonstrate a novel, different capability.
