I initially doubted this report with the understanding that the US limited those to Kursk oblast. In response to this post, I just skimmed a few US major news sources and it wasn’t clear. The BBC said it best describing the US policy change as being “couched” in language suggesting the move is to help Ukraine hang onto it Russian territory in Kursk. Sounds like a lawyer wrote it because if you split the hairs that means it’s OK to use these weapons anywhere in Russia if you can make the case doing so helps you hold onto to land in Kursk.
