    *Submission Statement:* This RAND report examines the evolving partnership between China and Russia in the Arctic region and evaluates how their cooperation might develop in the coming years. While the U.S. has long had Russia as a maritime neighbor in the Arctic, China’s increasing involvement with Russia in the region creates a complex dynamic, especially given the geopolitical tensions between China and the West. The authors analyze China’s growing interest in Arctic economic activities and its collaborative efforts with Arctic nations, proposing four possible scenarios for Sino-Russian relations by 2035. They argue that the relationship will be shaped by economic and geopolitical factors, and that regional stability, along with China’s interactions with Western Arctic countries, will play a key role in determining the extent of Sino-Russian cooperation. Ultimately, the report suggests that Western policies focusing on the strategic differences between Russia and China might have a greater influence on the region’s future than those emphasizing their current alignment.
