    I understand I’m looking at a visualization of a rate and not a number, but is this also where the most young people are?

    What is this graph measuring? The most logical conclusion from the explanation provided is that its taking a list of the worse crimes by youth, and marking down all the municipalities where they happened. But that is so stupid.
