Um es kurz zu machen: Eines Tages stoppte mich die Polizei, beschlagnahmte den Roller und schickte mir ein Schreiben mit verschiedenen Strafanzeigen gegen mich.
Heute habe ich diesen Brief erhalten. Bedeutet das, dass ich frei von Anklagen bin? Was soll ich als nächstes tun?

If you are okay with not getting your e-scooter back yes, if not depends on how the case goes.
you have to answer them wether you accept their offer or not.
They give you the option to end the court case when you agree that they keep the scooter.
If you don’t agree, the case will be continued and you will very likely to be convicted. Doesn’t matter if you knew that the scooter is not allowed in Germany or not.
How did you even get insurance? Did it come with a faked ABE from China? You shouldn’t even be able to insure it in Germany.
Considering the scooter is 3 years old, I’d just count my losses and agree to the deal.
You need to write them a letter: “Ich bin mit der Auflage einverstanden und verzichte auf die Herausgabe des E-Scooters.”
They will keep your E-Scooter and drop the case then. Alternatively, you can tell them you are not okay with it, then they will proceed with their charge.
They are intending to stay the prosecution without prejudice (= they reserve the option to prosecute in the future) as long as you are willing to forego your right to demand back the E-Scooter. If you give your written consent, you will not be prosecuted (and not get your property back). If you do not consent, you will be prosecuted.

Short note from my personal experience: as far as I am aware, to get it back you need to prove that you have an insurance now.
2nd short note from my experience: A friend of mine had to pay 70€ for driving his scooter without insurance, so it is probably worth to take the charge, as the scooter is worth more (unless your scooter was tuned and can not be insuranced due to being simply illegal as it is, then you might not get it back anyways, in this case I would take the deal).
