An over positive view of the status of russian air power. Russians started the war by flying directly over Ukraine, but stopped that quickly after suffering heavy losses. They then used their planes to fly close support for the army, but stopped that too after losses became too heavy. They are now using their planes to send winged bombs from 50 kilometers behind frontlines. Once Ukraine has a weapon that can counter this, all they have left is long range stand off missiles.
Article claims Russia is winning the air war: well they are not, since even though they can still lob bombs at ukrainian defence lines, that is not the most effective way to use combat planes. The most effective way would be to fly them directly over Ukraine, which they have not done for a long time.

If not now, when? The longer it takes the more Ukrainian people getting killed, the less manpower makes a victory increasingly impossible. Or just waiting for Putler to attack other countries?

Bit of a poor take, Russian Aviations major advantage has been in the use of glide bombs that deliver tonnage sufficient to destroy urban areas quickly, Russia losing its advantage here will almost certainly curtail Russian gains again.
