      They lost a few wars basically against every boarder country and shrank, including sea access.

      Bolivia handed over to Chile its only piece of territory with access to the sea. It was the price for defeat in the War of the Pacific. The area annexed by Chile is now the Antofagasta region, but Bolivians have a date to remember the sea and commemorate called “día del mar”

      Besides the former Litoral Department (current Antofagasta province) Bolivia has territory to all of their other neighbors except Peru.

      Chile doesn’t want to give any land up now because the area Bolivia would have to access the ocean, has copper and lithium mines

      As others mentioned before me, Bolivia had a coast line but lost it to Chile. Bolivia still has a “navy” which is in fact 5,000 infantrymen.
