I don’t see how that is the counil’s fault, if you dump something valuable in the tip that is your fault, don’t expect the council to search every bin bag in the tip for you. He put the wrong bag in the bin. His partner refused to check, he intended to himself instead and instead of cimmediat ASAP (the article states he wants too concerned and decided to check it tomorrow when he wakes up), but when he gets up, his partner has already taken the rubbish to the refuse centre.
Given how non chalant he was about leaving the potential HDD in the rubbish, i doubt such thing even existed in the first place; at the least not to the amount implied.
You’re responsible for you own shit and if he read all about bitcoin on a forum; my advice would be to learn to never store valuable stuff on a HDD, even if it is cold storage, when it can be stored written down as a hash! That’s the damn point of cryptocurrency.
Write it down on the back of a canvas or something ffs.
