Look up the group [Sandworm](https://en.m.wikipedia.org/wiki/Sandworm_(hacker_group)). ICS security is often even more relaxed than traditional corporate infrastructure. The short end of it is they have done it before in 2015.

Even before the war Russia was using this to to infiltrate computers in Ukraine. With the war going on this is treason.
