Considering the fact that russia is legally an terrorist state committing genocide in Ukraine (per the law here in Estonia), he should had been arrested. The failure to do so makes a mockery of our support for Ukraine, is an insult to the Ukrainians who get to see propagandist wonder around their close allied lands and makes all of our laws and stances on russia look thin.

For comparison when a russian puppet politican got paraded around the occupied regions of Ukraine the police arrested him soon after he returned and he was convicted for treason.
