That is definitely solid rocket propellant, the way it burns brightly and the sound of it is so obviously rocket fuel.
Most store combustable chemicals for civilian purposes aren’t going to burn off like that, most just explodes in a fire ball and burns off with small pop of explosion of the rest of the chemicals.
That sounds like a munitions cook offs.
