      Also, some votes are paired meaning they did not count toward the total. The amendment was defeated 35-56. From votes on other amendments and the final vote on the Lend-Lease Act, Senator Ellison Smith of South Carolina would probably vote nay.

      The proposed amendment to the Lend-Lease Bill read:

      “Nothing in this act shall be construed to authorize or permit the authorization of the granting of any aid to the Union of Soviet Socialist Republics.” 

      It was proposed by the isolationist (understatement) Senator [Robert R. Reynolds](https://en.wikipedia.org/wiki/Robert_R._Reynolds) of North Carolina. Most of the other Senators that voted for this amendment also voted against passing the Lend-Lease Act.
