There is free land available in the US in various “underutilized” areas. Generally they’re hoping you’ll start a business and contribute to economic growth though, not retire. I believe Canada has similar programs. I suspect there are similar things in parts of Europe too.

But… I really doubt you’re going to get anything in any country for 60k-ish that is a) liveable and b) near any kind of real employment opportunities. You’re gonna have to bring your own business for anything like that. If you’re bringing in jobs, you’ll find a lot of backwoods places that will bend over backward for you, all over the world.
If it was near good jobs, it would be gone already. Supply and demand and all that.
Italian small towns. It’s almost free but comes with stipulations.

You can have a house in the “diagonale du vide” [https://en.wikipedia.org/wiki/Empty_diagonal](https://en.wikipedia.org/wiki/Empty_diagonal) for really cheap, including in some little cities where you could find a job. Of course even cheaper in the countryside, where you need a remote job.
45 to 60k is the bare minimum but for that price you can have a small house. Expect some insulation work, at least, in most cases.

Note that you’ll need the proper paperwork if you want to work in France.
Also do not expect to have something fancy and comfy for cheap. Maybe you can have something charming but it’ll need some work.
