All I’m going to say on the matter is that one of them, if not both, were more likely than not doing some kind of spying.
Of the thousands of Canadian citizens in China, these two got arrested. I don’t think they said “hey let’s arrest two random Canadians”. They likely had already been tracking possible spies. Often when spies are discovered, they are surveilled for months to either get proof, uncover the entire spy network, or to not let the other country know their spies are compromised.
When China needed political ammunition they went and grabbed the two guys they suspected of spying.
The Canadian response didn’t seem that severe, which makes me think Canada thought China might have evidence, or didn’t want to blow their cover in case China only had suspicions.
Now is it possible one was a spy and was simply using the other to help him in his efforts unknowingly. Yes, it’s possible.
