1. US would not discriminate between Soviet Union and China. Had nuclear war started, US would have obliterated both, no matter who fired first. 

2. US presidents had predelegated the authority to launch nukes to lower rank officers, to enable them to initiate a counterstrike in case of a decapitating first strike against the US. Ellsberg said that at some point there were a couple of USAF majors in South Korea in charge of F4 squadrons loaded with nukes. 

3. During the 1960s US had planes loaded up with nukes flying 24/7, ready to go at a moment’s notice.
