It’s for ventilation and for transferring heat from the warm air going out to the cold air going in. If it has started making more noise than before, I would open it to check that the air filters are clean (mine are replaced twice a year) and that there’s nothing funny going on.
There’s usually a electric heater to warm up the incoming air even further and there’s probably a thermostat there somewhere if you want to adjust it. Your apartment also has an adjustment for the flow, mine is over the stove and has three steps.
Iirc there’s some sort of an air filter inside. The word “air” appearing on the label also suggests that

Ventilation unit with heat exchanger. Depending on the configuration, there’s a knob/control panel for controlling it somewhere close to the bathroom or it is connected to your exhaust hood in the kitchen and controlled from there.
The speeds typically go from 1-4 or 1-5 and if you’re home you should use 2 or 3, if you have showered you should increase it for some time to help things dry. Never turn it off, but the lowest level is for when you’re away.

I used to live in a house with very similar unit and one day I heard a sound that resembles moonshine distilling.
Turns out the bottom drain of the unit was clogged and I was greeted by a mini tsunami when I opened the ventilation unit door.
TL;DR: if you live in a rented house do not touch it at all, let the maintenance company sort it out.
The electricity is covered by housing company or the resident?
