It’s not really surprising considering that the previous summit was mostly just a summit of pro-Ukriane countries. Why would Russia attend the next one when the likey result would just be countries piling on more criticism and anger on Russia and no one actually achieving any peace.
Both sides want it all and have said they won’t give up anything. At best it would be two sides butting heads, at worst the majority just yelling at Russia and telling them to go home with no real deals or anything being accomplished.
Until someone is willing to give up something (or anything), peace will not be achieved in a conference room, and will have to be achieved on the field of battle. Neither side is currently in a position to demand unconditional surrender, neither side is in a position to demand the borders are recognized the way they want to draw them.
