1. In a civilised capitalist country this would be largely privatised. Everyone would have their own rubbish bin (collected once or twice weekly). Not communal rubbish bins. They must be abolished.
2. Why are there no recycling plants? You would feed a machine a bottle and get 10 cents back per bottle. 300 bottles equals 30 euros.
3. Why isn’t life imprisonment or mandatory property confiscation imposed on persons who do this? I would amend the Constitution and impose capital punishment for 10 years to solve this. This is the balkans. Only the most extreme punishments, properly enforced, work. We need a referendum to introduce this proposal IMMEDIATELY. “European values” will have to wait another decade until we solve this.
