      If this is true, then my read on it is that Mongolia and Russia might be hunting for a pretext to postpone Putin’s state visit, in light of the ICC announcement. Mongolia gets to avoid having to make a tough and risky choice, and Russia gets to save face by using this as their reason cancel.
