    NK scheme to circumvent part of the UN Security Council sanctions, in particular the ban on their citizens working abroad: declare your citizens “students”, while they must be formally enrolled in an educational institution in the country in which they will work. One way or another, this requires the connivance of the government of such a country in circumventing the sanctions of the UN Security Council, so this is mainly done by two countries – Russia and China, which also occupy seats on the Security Council.
