      Judging by the fact that they’re connected with some kind of conveyors it’s for powdery/bulk materials, not liquids or gasses

      No. It is fertilizer port. With capacity of holding enough amomum nitrate that if exploded would have force of Hiroshima and Nagasaki atomic bombs combined.

       Ammonium nitrate, RE factor is 0.42. So to get explosion equal to 1kg TNT  need 2.38kg of ammonium nitrate. An explosion of 90 000 tons ammonia nitrate would be equivalent to an explosion of 37.815 kilotons of TNT. That is the same as bombs dropped on Hiroshima and Nagasaki combined. And it never should be allowed to build so close to living areas not even talking about the capital city.
