Apparently it was organized by Azerbaijan Student Network and Explore Azerbaijan in 2014 in celebration of International Music Day and the 1st European Games in Baku. It seems like the kid playing the Tar is Atabek Ismayilov (https://www.instagram.com/p/-cd10Ugd3T/), accompanied by musicians of Prague Film Orchestra.
